What is the Line
According to sources familiar with the situation, Prince Mohammed, chairman of the NEOM Development Agency, now sees the project on a significantly ‘smaller scale.’ This indicates that the Riyadh authorities recognise the shortcomings of the initial, extremely ambitious concept, as well as mistakes made in the early stages of construction.
The NEOM territory stretches along the Red Sea coast and covers an area comparable in size to Belgium. Its central element, the 170-kilometre city of The Line, will be radically reduced. According to sources, NEOM may now be refocused on creating a hub for data centres as part of Prince Mohammed’s drive to turn the kingdom into a global leader in artificial intelligence.
The changes come amid Riyadh’s efforts to control public finances amid declining liquidity after a decade of massive spending and subdued oil prices. At the same time, Saudi Arabia faces tight deadlines and high costs in preparing to host the Expo international exhibition in 2030 and the World Cup in 2034.

Riyadh announced that the Trojena project, which will also be scaled back, will no longer host the Asian Winter Games as planned. According to the source, architects are already working on reworking the Mirror Line concept, which had already been significantly scaled back, to create a more «modest» version using infrastructure already built in recent years.
The NEOM project comprises several key regions, each with a unique purpose, from industrial and business hub to tourist resort:
Magna
This NEOM region, focused on eco-tourism and the preservation of natural landscapes and cultural heritage. In Magna it is planned to develop sustainable tourism combining natural beauty with archaeological sites.
Sindalah
An island resort with luxury hotels, yachting infrastructure and high-end entertainment. The island will become a major destination for yachtsmen and upscale tourism.
Trojena
Mountainous resort region offering winter sports and ecotourism. Includes artificial lakes and ski slopes, despite the desert surroundings.
Oxagon
An octagonal industrial and port city on the Red Sea coast. Much of the city will be built on water, making it the largest floating industrial complex in the world.
